<strong>Program description:  </strong>Lethal force encounters demand the utmost in response and officer performance.  What are the human dynamics in high stress, rapidly unfolding force encounter that can dictate the outcome?  How do the findings of Force Science<sup>®</sup>apply to training? </p>
<p> The intent of this one-day, co-instructed program is to present scientifically based risk assessment to force encounters that not only challenge an officer’s beliefs about dynamic, rapidly evolving altercations but will offer suggestions on how to apply the same science to the officer’s advantage.</p>
<p>This presentation is an extended version of the two-hour program presented by Larry Hahn at International Law Enforcement Educators and Trainers Association (ILEETA) that received high praises from attendees and from Dr. Lewinski.</p>

<strong><em>Important: Students must bring laptops to the course</em></strong></p>
<p>The Internet has become a new tool used by offenders to commit many different criminal offenses and created a new &#8216;beat&#8217; for law enforcement.  This class is designed to equip investigators with the knowledge to track, locate and prosecute cyber-criminals.   It will provide instruction in understanding the Internet and the Internet Protocol addresses, tracing email and internet screen name sources, wireless issues, court orders for electronic data collection of digital evidence.&#8221;</p>
<p>Field Search, currently in its third iteration, is designed specifically to help nontechnical probation parole,  and police officers quickly and efficiently search an offender&#8217;s  computer and create a detailed report of their findings.  Not a forensic software application, Field Search is instead designed as a fast and user-friendly investigation and management tool for field agents not trained in computer forensics.</p>
<p>This class will teach all participants in the use of Field Search and how to generate reports from the software.  A procedure for searching and dealing with evidence or contraband will be presented so officers always know the &#8220;next step&#8221; to take with the offender or suspect.</p>
<p><strong> </strong></p>
<p><strong>Bill Haider </strong>has been with the St. Paul Police Department since 1984.  He is currently assigned to the Minnesota Internet Crimes Against Children Task Force (MICAC).  Bill is responsible for the investigation of Internet child exploitation and has trained law enforcement, probation and parole officers, and child protection professionals through the State of Minnesota on Internet investigations.  He has also presented numerous seminars nationally and across Minnesota on Internet child exploitation.</p>
<p><strong>Alex Bunger</strong> currently works as a Senior Probation/Parole Agent in the Sex Offender Unit of DFO Community Corrections in Rochester, MN.  He has worked with sex offenders for 10 years and for the last six has supervised offenders who have accessed child pornography or have been convicted of Internet related sexual offenses.  He maintains an interest in how sex offenders utilize computers and the Internet and has tailored supervision of these offenders to meet their needs and the safety of the public.  Mr. Bunger participated in the creation of the Child Sex Offender Accountability Program through the Internet Crimes Against Children Task Force and enjoys speaking to community groups and professionals about the dangers of cyberspace.  His educational background is in criminology, sociology and corrections and he holds a Master’s degree in Sociology: Corrections from Minnesota State University, Mankato.</p>

It focuses on the 5 Pillars of a successful organization and gives the informed listener ideas that can be initiated in the workplace immediately upon return to improve performance. <strong>Course Overview</strong>:</p>
<p>This course begins with a review of interview basics and introduces you to the RIP (Rapport, Investment, Partnership) Technique of interviewing.  This course builds on your existing interview skills and can be adapted to fit your personal interview style.</p>
<p>As investigators, you work with only three kinds of evidence to solve crimes</p>
<ol>
<li><strong>Physical evidence</strong> &#8211; such as the assault weapon, a victim&#8217;s injuries</li>
<li><strong>Witness evidence</strong> &#8211; such as a neighbor saying &#8220;I saw the guy in the red jacket grab the little boy and shake him&#8221;</li>
<li><strong>Statement evidence</strong> &#8211; the suspect&#8217;s statement, such as &#8220;I did it because&#8230;&#8221;</li>
</ol>
<p>Evidence (particularly physical evidence) can be equally powerful whether it is consistent or inconsistent with the rest of the case.  However, the most crucial of these three methods is statement evidence.</p>

<p>This forty-hour course is specifically designed for experienced uniformed patrol personnel selected to serve as Field Training Officers with probationary employees. The course emphasizes the FTO’s role in assisting probationers certify for solo patrol operations by applying the knowledge and skills acquired during Basic Police Training/Certification and using them according to agency policy, procedures and community service delivery standards and the Probationary Officer Manual Training Task protocols.</p>
<p>The instruction highlights two essential Field Training and Evaluation Process skills: the ability to examine and objectively document the probationer’s job behaviors using the 2010 revised non-numerical/behaviorally anchored standardized assessment guidelines and, •analyzing the probationer’s training needs and using proper instructional techniques for corrective action. The instruction presentation will focus upon discussion as well as hands-on application of the course materials in small group and individual/student exercises. Students will be required to complete out-of-classroom reading assignments from the course text and workbook, Breaking Routine™: Field Training Officer. The course content will include:</p>
<p>  Inventorying the probationer’s current knowledge and skill proficiencies.</p>
<p>  Utilizing the Probationer Officer Manual as the Field Training playbook.</p>

<p>Working Assumptions:</p>

<li>Mental illness is <strong>not a crime</strong>; it is a brain disease.  And there is minimal correlation between mental illness and a person&#8217;s participation in crime.</li>

This two-day hands-on, problem based learning course is specifically designed for first-line patrol shift personnel responsible for supervising Field Training Officers and Probationers.</p>
<p>The course emphasizes the necessary components of supervising probationers and Field Training Officers at the patrol shift level to insure that administrative guidelines and legal requirements are met.  The course highlights three essential supervisory responsibilities:</p>
<ol>
<li>The ability to comprehensively examine probationer performance documentation in accordance with the <strong>totally revised</strong> standardized Field Training and Evaluation Process assessment guidelines;</li>
<li>Auditing the probationer&#8217;s on-the-job training to insure the Field Training Officers utilizes the most appropriate instructional techniques for training task mastery and when necessary,corrective action, and</li>
<li>hands-on execution of the critical Weekly Performance Summary Meeting with the Field Training Officer and probationer</li>
</ol>
<p>The instructional presentation will focus upon discussion of these critical Field Training issues as well as hands-on completion of the course materials during small group and individual in-class exercises.  typical case study scenarios of field Training and Evaluation Process issues/challenges will be executed and debriefed in the classroom</p>
