<p>Dave Belz began his career with the Winona PD in 1976 as a patrol officer.  Over the course of his career, Dave used his education, training, administrative abilities, organizational and communication skills, as well as his desire to “make a difference” to have a positive impact on the citizens of Winona, Winona County and his fellow peace officers.  Dave served on the ATOM board from 1990 to 2000 (1987-1988 serving as President) and he retired from active duty in December 2001.   Dave exemplifies what it means to be a true pioneer in law enforcement training, and I am proud to nominate him for this award.</p>

<p>I would like to nominate Mr. Jeffrey Luther for the ATOM Hall of Fame Award.  Mr. Luther has thirty-two years of law enforcement experience with state, county and local law enforcement agencies.  During his years of service he has held several administrative positions such as Special Agent in Charge, Interim Deputy Director of Homeland Security and Chief of Police.</p>
<p>From 1983 – 1008, Mr. Luther worked for the MN Bureau of Criminal Apprehension at the rank of Special Agent, Senior Special Agent, and Special Agent in Charge.  During the course of his duties Mr. Luther supervised and managed the police training unit, including the administrators of the Minnesota Crime Watch, Minnesota Crime Alert, and DARE programs.  He developed, coordinated and instructed the firearms / use of force instructor-trainer program, training over 300 police officers internally as firearms / use of force instructors.  He was responsible for coordinating and conducting B CA Emergency Response Team (ERT) tactical training and performed the duties of team tactical paramedic.  Mr. Luther supervised and coordinated the BCA Field Training Agent Program and was responsible for coordinating and facilitating all in-service, firearms, use of force, pursuit drives, supervisory an d management courses, and mandatory annual training programs.</p>
<p>I was fortunate to receive many of my instructo5 certifications from M r. Jeff Luther along with hundreds of other MN police officers.  Mr. Luther has been a pioneer in the development not and advancement of police training locally, nationally and internationally.  It is with great pleasure that I nominate Mr. Jeffrey Luther for the ATOM Hall of Fame Award.</p>

<p>The Cop Doc and Coach Sok are presenting a dynamic and group interactive tag-team discussion dealing with the changes that can impact law enforcement employees over the course of a professional career often resulting in a wide continuum of behaviors ranging from going to war with administration to compromised job performance. Special attention will be focused upon the so-called red flags that can develop into an employee’s world-view which have the potential to  result in the so-called Continuum of Compromise, the rationalization of acts that previously would have been unacceptable to the employee and create havoc in the workplace.</p>
<p>The presentation will highlight the specifics on documenting and diagnosing the exact impact of the unacceptable behavior. This will be followed by special emphasis on preparing for the face-to-face meeting to collaboratively create a realistic corrective action plan utilizing S.M.A.R.T. protocols and practical feedback-loop protocols.</p>
<p>Attendees will leave with a functional toolbox to assist them strategically plan and follow through on the how to present issues without confrontation. This includes anticipating employee response/resistance (tips for separating the person from the performance during the debriefing discussion) as well as executing and managing any corrective action strategies.</p>

<p>Officers are making headline news and suffering career damaging injuries or career ending fatalities for their internet postings.  They’re also eroding public trust and hurting their agencies’ relations with communities – which makes the job tougher and more dangerous.</p>
<p>Telling officers to “use common sense” or “don’t post anything on the internet you wouldn’t want to read in the newspaper” isn’t working.  Many younger officers don’t get their news from a paper and their idea of privacy includes a Facebook page with several hundred friends. And while the technology leaps ahead, the law lags behind.</p>
<p>Consider:</p>
<ul>
<li>Do officers have any 1st Amendment freedom of expression on the internet?</li>
<li>Do they have any 4th Amendment expectation of privacy to what they post on the internet?  What if it is privacy protected?</li>
<li>Do they have different responsibilities and liabilities for what they post because they are police officers?  If so, what are they?</li>
<li>Do their rights, responsibilities and liabilities depend on whether they are ON or OFF duty or using a work or personal computer or cell phone?</li>
<li>What actions may the department take against officers for their internet postings?</li>
<li>To what extent may agencies cyber vet job applicants and officers?</li>
<li>Are user names and passwords off limits?</li>
<li>How does an agency balance individual privacy rights with its required due diligence?</li>
<li>How are officers’ internet postings being used in criminal and civil court to discredit them?</li>
</ul>
<p>This training answers these questions with real law enforcement scenarios, provides what agencies need to do to get ahead of the technological and legal curve, addresses what training needs to be done with recruits and officers and, most importantly, gets attendees thinking before they “click.”</p>

<strong><em>Important: Students must bring laptops to the course</em></strong></p>
<p>The Internet has become a new tool used by offenders to commit many different criminal offenses and created a new &#8216;beat&#8217; for law enforcement.  This class is designed to equip investigators with the knowledge to track, locate and prosecute cyber-criminals.   It will provide instruction in understanding the Internet and the Internet Protocol addresses, tracing email and internet screen name sources, wireless issues, court orders for electronic data collection of digital evidence.&#8221;</p>
<p>Field Search, currently in its third iteration, is designed specifically to help nontechnical probation parole,  and police officers quickly and efficiently search an offender&#8217;s  computer and create a detailed report of their findings.  Not a forensic software application, Field Search is instead designed as a fast and user-friendly investigation and management tool for field agents not trained in computer forensics.</p>
<p>This class will teach all participants in the use of Field Search and how to generate reports from the software.  A procedure for searching and dealing with evidence or contraband will be presented so officers always know the &#8220;next step&#8221; to take with the offender or suspect.</p>
<p><strong> </strong></p>
<p><strong>Bill Haider </strong>has been with the St. Paul Police Department since 1984.  He is currently assigned to the Minnesota Internet Crimes Against Children Task Force (MICAC).  Bill is responsible for the investigation of Internet child exploitation and has trained law enforcement, probation and parole officers, and child protection professionals through the State of Minnesota on Internet investigations.  He has also presented numerous seminars nationally and across Minnesota on Internet child exploitation.</p>
<p><strong>Alex Bunger</strong> currently works as a Senior Probation/Parole Agent in the Sex Offender Unit of DFO Community Corrections in Rochester, MN.  He has worked with sex offenders for 10 years and for the last six has supervised offenders who have accessed child pornography or have been convicted of Internet related sexual offenses.  He maintains an interest in how sex offenders utilize computers and the Internet and has tailored supervision of these offenders to meet their needs and the safety of the public.  Mr. Bunger participated in the creation of the Child Sex Offender Accountability Program through the Internet Crimes Against Children Task Force and enjoys speaking to community groups and professionals about the dangers of cyberspace.  His educational background is in criminology, sociology and corrections and he holds a Master’s degree in Sociology: Corrections from Minnesota State University, Mankato.</p>
